Command option R works in Safari on for my Mac (but not the others...just in case someone needs that).

On mobile, go to ‘settings’ and find your browser (Safari, probably?) In that menu there should be an option to ‘clear website data’. That should do it!

@Dusty @Grief I figured it out, Ctrl+Shift+R does nothing for browser Opera, that's why I couldn't see emojis. The combination is Ctrl+F5. Thanks for the hard refresh tip. Solved!
